The Committee on Ethics and Elections (Atwater) recommended the

following amendment to amendment (417782):

     Senate Amendment (with title amendment)

     Delete lines 20-28

6

and insert:

     Section 2.  Subsection (1) of section 97.041, Florida

8

Statutes, is amended to read:

9

     97.041  Qualifications to register or vote.--

10

     (1)(a)  A person may become a registered voter only if that

11

person:

12

     1.  Is at least 18 years of age;

13

     2. Is a citizen of the United States. Upon registering to

14

vote for the first time, a person must present a birth

15

certificate, naturalization papers, or other legal documentation

16

providing proof that such person is a United States citizen and

17

is qualified to vote under this subparagraph;

18

     3.  Is a legal resident of the State of Florida;

19

     4.  Is a legal resident of the county in which that person

20

seeks to be registered; and

21

     5.  Registers pursuant to the Florida Election Code.

22

     (b)  A person who is otherwise qualified may preregister on

23

or after that person's 16th 17th birthday or receipt of a valid

24

Florida driver's license, whichever occurs earlier, and may vote

25

in any election occurring on or after that person's 18th

26

birthday.

     On line 1329, after the semicolon,

insert:

requiring that a person registering to vote for the first

33

time present proof that he or she is a citizen of the

34

United States;
