House Resolution
2A resolution recognizing January 12, 2008, as the 20th
3anniversary of the Florida Lottery's efforts to support
4education and fund the Florida Bright Futures Scholarship
5Program.

7     WHEREAS, a constitutional amendment adopted in 1986 by a
8two-to-one margin authorized the creation of the Florida
9Lottery, and
10     WHEREAS, voters gave their approval to create a lottery
11that uses all of its proceeds to enhance public education in
12Florida, and
13     WHEREAS, on January 12, 1988, Florida Lottery ticket sales
14began 6 days ahead of schedule with the launch of the first
15Scratch-Off game, "MILLIONAIRE," which generated more than $95
16million in sales during its first week, thereby setting a
17lottery industry record, and
18     WHEREAS, the mission of the Florida Lottery is to maximize
19revenues in a manner consonant with the dignity of the state and
20the welfare of its citizens, and
21     WHEREAS, the Florida Lottery is a multi-billion dollar
22state revenue resource in which customer value, public trust,
23and an unwavering commitment to the enhancement of public
24education are cultivated and celebrated with honesty,
25creativity, and diversity, and
26     WHEREAS, the Florida Lottery has consistently remained a
27reliable contributor to education in the state, having more than
28tripled its average monthly contribution to the Educational
29Enhancement Trust Fund since the first transfer in February
301988, and
31     WHEREAS, the Florida Lottery transferred $1.26 billion in
32fiscal year 2006-2007 and has transferred more than $1 billion
33in each of the last 5 consecutive fiscal years, and
34     WHEREAS, since its inception, the Florida Lottery has
35transferred more than $18 billion to the Educational Enhancement
36Trust Fund, and
37     WHEREAS, Florida Lottery dollars reach every facet of
38public education in the state, contributing to K-12 programs in
39Florida's 67 school districts, building and renovating schools
40throughout the state, providing funding for state universities
41and community colleges, and fully funding more than one million
42Florida Bright Futures Scholarships for Florida students, NOW,
43THEREFORE,

45Be It Resolved by the House of Representatives of the State of
46Florida:

48     That the House of Representatives recognizes January 12,
492008, as the 20th anniversary of the Florida Lottery's
50continuing support for education and full funding of the Florida
51Bright Futures Scholarship Program and wholeheartedly supports
52the efforts and vision of the Florida Lottery.
