3 | anniversary of the Florida Lottery's efforts to support |
4 | education and fund the Florida Bright Futures Scholarship |

7 | WHEREAS, a constitutional amendment adopted in 1986 by a |
8 | two-to-one margin authorized the creation of the Florida |
9 | Lottery, and |
10 | WHEREAS, voters gave their approval to create a lottery |
11 | that uses all of its proceeds to enhance public education in |
12 | Florida, and |
13 | WHEREAS, on January 12, 1988, Florida Lottery ticket sales |
14 | began 6 days ahead of schedule with the launch of the first |
15 | Scratch-Off game, "MILLIONAIRE," which generated more than $95 |
16 | million in sales during its first week, thereby setting a |
17 | lottery industry record, and |
18 | WHEREAS, the mission of the Florida Lottery is to maximize |
19 | revenues in a manner consonant with the dignity of the state and |
20 | the welfare of its citizens, and |
21 | WHEREAS, the Florida Lottery is a multi-billion dollar |
22 | state revenue resource in which customer value, public trust, |
23 | and an unwavering commitment to the enhancement of public |
24 | education are cultivated and celebrated with honesty, |
25 | creativity, and diversity, and |
26 | WHEREAS, the Florida Lottery has consistently remained a |
27 | reliable contributor to education in the state, having more than |
28 | tripled its average monthly contribution to the Educational |
29 | Enhancement Trust Fund since the first transfer in February |
30 | 1988, and |
31 | WHEREAS, the Florida Lottery transferred $1.26 billion in |
32 | fiscal year 2006-2007 and has transferred more than $1 billion |
33 | in each of the last 5 consecutive fiscal years, and |
34 | WHEREAS, since its inception, the Florida Lottery has |
35 | transferred more than $18 billion to the Educational Enhancement |
36 | Trust Fund, and |
37 | WHEREAS, Florida Lottery dollars reach every facet of |
38 | public education in the state, contributing to K-12 programs in |
39 | Florida's 67 school districts, building and renovating schools |
40 | throughout the state, providing funding for state universities |
41 | and community colleges, and fully funding more than one million |
42 | Florida Bright Futures Scholarships for Florida students, NOW, |
43 | THEREFORE, |

45 | Be It Resolved by the House of Representatives of the State of |
46 | Florida: |

48 | That the House of Representatives recognizes January 12, |
49 | 2008, as the 20th anniversary of the Florida Lottery's |
50 | continuing support for education and full funding of the Florida |
51 | Bright Futures Scholarship Program and wholeheartedly supports |
52 | the efforts and vision of the Florida Lottery. |
