House Resolution
2A resolution designating April 13, 2008, as "Parliamentary
3Law Day" in Florida.

5     WHEREAS, it is appropriate to honor Thomas Jefferson, the
6third President of the United States of America, on the 265th
7anniversary of his birth, and
8     WHEREAS, Thomas Jefferson is the author of Jefferson's
9Manual of Parliamentary Practice, the first American manual of
10parliamentary practice, and
11     WHEREAS, it is also fitting to honor Henry Martyn Robert,
12author of Pocket Manual of Rules of Order for Deliberative
13Assemblies, familiarly known as "Robert's Rules of Order," and
14     WHEREAS, it is timely to reflect upon the importance of
15parliamentary procedure in the meetings of both public and
16private organizations, and
17     WHEREAS, it is important to remember that the correct use
18of parliamentary procedure protects the rights of the majority,
19the minority, individual members, absentees, and all of these
20together, all the while fostering orderly deliberation, NOW,
21THEREFORE,

23Be It Resolved by the House of Representatives of the State of
24Florida:

26     That the House of Representatives, in recognition of the
27importance of parliamentary law, proudly designates April 13,
282008, as "Parliamentary Law Day" in Florida.
29     BE IT FURTHER RESOLVED that a copy of this resolution be
30presented to Julie Palm, President of the Florida State
31Association of Parliamentarians, as a tangible token of the
32sentiments expressed herein.
