5 | WHEREAS, it is appropriate to honor Thomas Jefferson, the |
6 | third President of the United States of America, on the 265th |
7 | anniversary of his birth, and |
8 | WHEREAS, Thomas Jefferson is the author of Jefferson's |
9 | Manual of Parliamentary Practice, the first American manual of |
10 | parliamentary practice, and |
11 | WHEREAS, it is also fitting to honor Henry Martyn Robert, |
12 | author of Pocket Manual of Rules of Order for Deliberative |
13 | Assemblies, familiarly known as "Robert's Rules of Order," and |
14 | WHEREAS, it is timely to reflect upon the importance of |
15 | parliamentary procedure in the meetings of both public and |
16 | private organizations, and |
17 | WHEREAS, it is important to remember that the correct use |
18 | of parliamentary procedure protects the rights of the majority, |
19 | the minority, individual members, absentees, and all of these |
20 | together, all the while fostering orderly deliberation, NOW, |
21 | THEREFORE, |

23 | Be It Resolved by the House of Representatives of the State of |
24 | Florida: |

26 | That the House of Representatives, in recognition of the |
27 | importance of parliamentary law, proudly designates April 13, |
28 | 2008, as "Parliamentary Law Day" in Florida. |
29 | BE IT FURTHER RESOLVED that a copy of this resolution be |
30 | presented to Julie Palm, President of the Florida State |
31 | Association of Parliamentarians, as a tangible token of the |
32 | sentiments expressed herein. |
