House Memorial
2A memorial to the Congress of the United States, urging
3Congress to adopt legislation that would provide for a
4rotating regional presidential primary system.

6     WHEREAS, the current method by which presidential nominees
7are selected in the United States does not allow every state an
8opportunity to participate meaningfully in the process of
9selecting presidential candidates, and
10     WHEREAS, a regional presidential primary system would end
11the current practice of states attempting to "front load" the
12presidential primary calendar, and
13     WHEREAS, a plan providing for rotating regional
14presidential primaries would allow the selection of national
15convention delegates to be grouped by region beginning in 2012,
16and
17     WHEREAS, the order in which regional primaries would be
18conducted could be rotated among the regions, with the region
19conducting the first primary in 2012 conducting the last primary
20in 2016, and the region conducting the second primary in 2012
21conducting the first primary in 2016, NOW, THEREFORE,

23Be It Resolved by the Legislature of the State of Florida:
24
25     That the Congress of the United States is requested to
26provide for a rotating regional presidential primary system to
27begin in 2012.
28     BE IT FURTHER RESOLVED that copies of this memorial be
29dispatched to the President of the United States, to the
30President of the United States Senate, to the Speaker of the
31United States House of Representatives, and to each member of
32the Florida delegation to the United States Congress.
