11 | Be It Enacted by the Legislature of the State of Florida: |

13 | Section 1. Subsection (5) of section 445.007, Florida |
14 | Statutes, is amended, present subsections (6) through (8) of |
15 | that section are redesignated as subsections (7) through (9), |
16 | respectively, and a new subsection (6) is added to that section, |
17 | to read: |
18 | 445.007 Regional workforce boards.-- |
19 | (5) Workforce Florida, Inc., shall implement a training |
20 | program for the regional workforce boards to familiarize board |
21 | members with the state's workforce development goals and |
22 | strategies. |
23 | (6) The regional workforce board shall designate all local |
24 | service providers and may shall not transfer this authority to a |
25 | third party. In order to exercise independent oversight, The |
26 | regional workforce board may shall not be designated as a one- |
27 | stop operator and direct provider of intake, assessment, |
28 | eligibility determinations, or other direct provider services |
29 | except training services. Such designation may occur only with |
30 | the agreement of the chief elected official and the Governor as |
31 | specified in 29 U.S.C. s. 2832(f)(2). Workforce Florida, Inc., |
32 | shall establish procedures by which permission to operate under |
33 | this subsection shall be requested and criteria under which such |
34 | permission may be granted. The criteria shall include, but not |
35 | be limited to, a reduction in the cost of providing the |
36 | permitted services. Such permission shall be for a period not to |
37 | exceed 3 years for any single request submitted by any regional |
38 | workforce board. |
39 | Section 2. This act shall take effect July 1, 2008. |
