11 | portal to be provided in English and Spanish, at a |
12 | minimum, by a date certain; creating s. 282.1025, F.S.; |
13 | requiring information deployed by an agency on a state |
14 | government website to be provided in English and Spanish, |
15 | at a minimum, by a date certain; providing an effective |
16 | date. |

18 | Be It Enacted by the Legislature of the State of Florida: |
19 |
|
20 | Section 1. Paragraphs (a) and (f) of subsection (2) of |
21 | section 14.204, Florida Statutes, are amended to read: |
22 | 14.204 Agency for Enterprise Information Technology.--The |
23 | Agency for Enterprise Information Technology is created within |
24 | the Executive Office of the Governor. The head of the agency |
25 | shall be the Governor and Cabinet, which shall take action by |
26 | majority vote consisting of at least three affirmative votes |
27 | with the Governor on the prevailing side. The agency shall be a |
28 | separate budget entity that is not subject to control, |
29 | supervision, or direction by the Executive Office of the |
30 | Governor in any manner, including, but not limited to, |
31 | purchasing, transactions involving real or personal property, |
32 | personnel, or budgetary matters. |
33 | (2) The agency shall have the following duties and |
34 | responsibilities: |
35 | (a) Develop and implement strategies for the design, |
36 | delivery, and management of the enterprise information |
37 | technology services established in law, including, but not |
38 | limited to, strategies for providing information on the state |
39 | Internet portal in English and Spanish, at a minimum, by October |
40 | 1, 2010, and strategies and timeframes for phasing in the |
41 | deployment of information on all state agency government |
42 | websites in English and Spanish, at a minimum. |
43 | (f) Develop and publish a strategic enterprise information |
44 | technology plan that identifies and recommends strategies for |
45 | how enterprise information technology will deliver effective and |
46 | efficient government services to state residents and improve the |
47 | operations of state agencies, including, but not limited to, |
48 | strategies, timeframes, and required funding for implementing |
49 | the deployment of information to businesses and individuals in |
50 | English and Spanish, at a minimum, as described in paragraph |
51 | (a). |
52 | Section 2. Subsections (9) through (14) of section |
53 | 282.102, Florida Statutes, are renumbered as subsections (10) |
54 | through (15), respectively, and a new subsection (9) is added to |
55 | that section to read: |
56 | 282.102 Powers and duties.--The Department of Management |
57 | Services shall have the following powers, duties, and functions: |
58 | (9) Contingent upon funding, the department shall maintain |
59 | the state Internet portal that is the primary single website |
60 | designed to provide general information about state government |
61 | and electronically redirect inquiries to other state government |
62 | websites and shall, no later than October 1, 2010, deploy the |
63 | information on the portal in English and Spanish, at a minimum. |
64 | Section 3. Section 282.1025, Florida Statutes, is created |
65 | to read: |
66 | 282.1025 Deploying government products, services, and |
67 | information on state government website; agency |
68 | requirements.--Notwithstanding any law to the contrary, no later |
69 | than October 1, 2015, an agency deploying information to |
70 | individuals and businesses on a state government website shall |
71 | provide the information in English and Spanish, at a minimum. |
72 | Section 4. This act shall take effect October 1, 2008. |
