1	Representative Steinberg offered the following:

3	Amendment (with ballot and title amendments)
4	Remove line 22 and insert:
5	guaranteed. Notwithstanding any other provision of this section,
6	an election by secret ballot is not required when a group of
7	employees states that a majority of its members desires to be
8	represented by an individual or a labor organization acting on
9	its behalf and a majority of those employees sign valid waivers
10	of their right to a secret ballot.

15	right of individuals to vote by secret ballot, but provides an
16	exception when a group of employees desires to be represented by
