House Joint Resolution
2A joint resolution proposing the creation of Section 28 of
3Article I of the State Constitution, relating to
4guaranteeing the right to vote by secret ballot.

6Be It Resolved by the Legislature of the State of Florida:

8     That the following creation of Section 28 of Article I of
9the State Constitution is agreed to and shall be submitted to
10the electors of this state for approval or rejection at the next
11general election or at an earlier special election specifically
12authorized by law for that purpose:

ARTICLE I

DECLARATION OF RIGHTS
15     SECTION 28.  Fundamental right to vote by secret
16ballot.--The right of individuals to vote by secret ballot is
17fundamental. Where local, state, or federal law requires
18elections for public office, requires public votes on
19initiatives or referenda, or requires designations or
20authorizations of employee representation, the right of
21individuals to vote by secret ballot shall be guaranteed.
22     BE IT FURTHER RESOLVED that the following statement be
23placed on the ballot:

ARTICLE I, SECTION 28
26     GUARANTEEING THE RIGHT TO VOTE BY SECRET BALLOT.--Proposing
27an amendment to the State Constitution to declare that the right
28of individuals to vote by secret ballot is fundamental and,
29where local, state, or federal law requires elections for public
30office, requires public votes on initiatives or referenda, or
31requires designations or authorizations of employee
32representation, to guarantee the right of individuals to vote by
33secret ballot.
