1 A bill to be entitled
2 An act relating to the articulation accountability
3 process; amending s. 1008.38, F.S.; requiring that the
4 State Board of Education adopt rules establishing
5 articulation accountability measures and a process for
6 the formal reporting of trend data relating to the
7 progression and transition of students from secondary
8 education into and through postsecondary education;
9 revising provisions relating to such measures;
10 providing an effective date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. Section 1008.38, Florida Statutes, is amended to
15 read:
16 1008.38 Articulation accountability process.—The State
17 Board of Education, in conjunction with the Board of Governors,
18 shall adopt rules establishing develop articulation
19 accountability measures that which assess the status of
20 systemwide articulation processes authorized under s. 1007.23
21 and establish a an articulation accountability process for the
22 formal reporting of trend data. At a minimum, the measures which
23 at a minimum shall address:
24 (1) The progression of students from secondary education
25 into and through public and private postsecondary education and
26 the workforce. The impact of articulation processes on ensuring
27 educational continuity and the orderly and unobstructed
28 transition of students between public secondary and
29 postsecondary education systems and facilitating the transition
30 of students between the public and private sectors.
31 (2) The adequacy of preparation of public secondary
32 students who matriculate to smoothly articulate to a public
33 postsecondary institution.
34 (3) The use and effectiveness of articulated acceleration
35 mechanisms available to secondary students.
36 (4) The transition smooth transfer of community college
37 associate in arts degree graduates to 4-year baccalaureate
38 degree programs a state university.
39 (5) An examination of degree requirements that exceed the
40 parameters of 60 credit hours for an associate degree and 120
41 hours for a baccalaureate degree in public postsecondary
42 programs.
43 (6) The relationship between the College Level Academic
44 Skills Test Program and articulation to the upper division in
45 public postsecondary institutions and the adequacy of
46 preparation of lower-division undergraduate students for success
47 in upper-division programs.
48 (7) The transition of career and technical education
49 students into and through programs of study which have
50 established articulation agreements.
51 Section 2. This act shall take effect July 1, 2009.
