       Senator Bennett moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 1930 and 1931
    4  insert:
    5         Section 38. A local government may not restrict the sale or
    6  transfer of a license to operate a taxicab or the sale or
    7  transfer of a legal entity that is licensed to operate taxicabs.

   10         And the title is amended as follows:
   11         Delete line 139
   12  and insert:
   13         “agency”; prohibiting a local government from
   14         restricting the sale or transfer of a license to
   15         operate a taxicab or the sale or transfer of a legal
   16         entity that is licensed to operate taxicabs; providing
   17         effective dates.
