Short title.—Sections 28-30 of this act may be 8 cited as the “Space Transportation Research and Development 9 Institute Act.” 10 Section 28. Legislative findings.—The Legislature finds and 11 declares that the anticipated impacts of the National 12 Aeronautics and Space Administration’s retirement of the Space 13 Shuttle program reveal an underlying lack of diversification in 14 Florida’s space industry. Florida lags significantly behind 15 other states in high-value, space-related research and 16 technology development while its space launch industry suffers 17 from outdated technologies and increased international and 18 domestic competition. The Legislature finds that the state 19 should expand statewide involvement in space research and 20 technology development programs that will leverage and improve 21 the state’s space transportation industry through 22 multiuniversity partnerships with industry, the Federal Aviation 23 Administration, the National Aeronautics and Space 24 Administration, and the Department of Defense. 25 Section 29. Paragraph (c) is added to subsection (8) of 26 section 331.3051, Florida Statutes, to read: 27 331.3051 Duties of Space Florida.—Space Florida shall: 28 (8) Carry out its responsibility for research and 29 development by: 30 (c) Supporting the development and operation of the Space 31 Transportation Research and Development Institute, when 32 possible. Such support may include, but is not limited to: 33 1. Providing the institute with advisory support for 34 defining the focus and scope of multiuniversity projects. 35 2. Providing the institute with access to the Cape 36 Canaveral Spaceport and other spaceport sites in the state, 37 including launch, laboratory, and processing facilities for 38 research and program management. 39 3. Providing support for the development of the institute 40 among relevant agencies and policymakers in Washington, D.C., 41 and this state. 42 4. Engaging the institute as a partner in support of space 43 transportation policy, range and spaceport technology 44 development, and other space transportation technology programs. 45 5. Providing support to institute projects through the 46 Florida-NASA Matching Grant Program as provided in subsection 47 (10). 48 Section 30. Section 331.365, Florida Statutes, is created 49 to read: 50 331.365 Office of Tourism, Trade, and Economic Development; 51 Space Transportation Research and Development Institute.— 52 (1) There is established within the Office of Tourism, 53 Trade, and Economic Development a multiuniversity Space 54 Transportation Research and Development Institute that shall 55 pursue Federal Aviation Administration sponsorship of a Center 56 of Excellence focused on high-impact space transportation 57 research, technology development, and policy analysis 58 activities. The institute shall be led by Embry-Riddle 59 Aeronautical University and Florida Institute of Technology and 60 shall include other public and private postsecondary academic 61 institutions within and outside the state. The institute, 62 through its partner institutions, shall support research focus 63 areas including, but not limited to, spaceport licensing and 64 safety; range and airspace management systems development, 65 simulation, and qualification; spaceflight human factors issues; 66 spaceflight passenger, crew, and technician training and 67 certification; launch vehicle safety analysis; materials science 68 for spaceflight; spaceport instrumentation, technologies, and 69 processes; and other topics which may be of interest to the 70 Federal Aviation Administration. 71 (2) The institute shall be established in phases, with the 72 initial phase focused on developing a management structure, 73 establishing a formal relationship with the Federal Aviation 74 Administration, and forming partnerships with academic 75 institutions and industry. The institute shall provide a 76 quarterly report to the Office of Tourism, Trade, and Economic 77 Development on the institute’s activities, relationship status 78 with the Federal Aviation Administration, research, and 79 partnerships. Any monies provided by government or private 80 industry directly to Embry Riddle Aeronautical University or 81 Florida Institute of Technology are not a part of the Institute 82 but shall remain as an allocation intended for each institution. 83 Section 31. Sections 28-30 of this act may not require the 84 appropriation of funds or the assignment of personnel resources 85 by the Office of Tourism, Trade, and Economic Development. 86 87 ================= T I T L E A M E N D M E N T ================ 88 And the title is amended as follows: 89 Delete line 1428 90 and insert: 91 Regional Transportation Authority; providing a short 92 title; providing legislative findings; amending s. 93 331.3051, F.S.; expanding the duties of Space Florida 94 to include supporting the development and operation of 95 the Space Transportation Research and Development 96 Institute; creating s. 331.365, F.S.; establishing the 97 Space Transportation Research and Development 98 Institute within the Office of Tourism, Trade, and 99 Economic Development; providing that the institute is 100 a multiuniversity initiative; providing purposes and 101 duties of the institute; providing for the 102 establishment and administration of the institute; 103 providing that the act does not require appropriation 104 of funds or assignment of personnel resources by the 105 Office of Tourism, Trade, and Economic Development; 106 providing an effective date.
