Short title.—Sections 28-30 of this act may be 7 cited as the “Space Transportation Research and Development 8 Institute Act.” 9 Section 28. Legislative findings.—The Legislature finds and 10 declares that the anticipated impacts of the National 11 Aeronautics and Space Administration’s retirement of the Space 12 Shuttle program reveal an underlying lack of diversification in 13 Florida’s space industry. Florida lags significantly behind 14 other states in high-value, space-related research and 15 technology development while its space launch industry suffers 16 from outdated technologies and increased international and 17 domestic competition. The Legislature finds that the state 18 should expand statewide involvement in space research and 19 technology development programs that will leverage and improve 20 the state’s space transportation industry through 21 multiuniversity partnerships with industry, the Federal Aviation 22 Administration, the National Aeronautics and Space 23 Administration, and the Department of Defense. 24 Section 29. Paragraph (c) is added to subsection (8) of 25 section 331.3051, Florida Statutes, to read: 26 331.3051 Duties of Space Florida.—Space Florida shall: 27 (8) Carry out its responsibility for research and 28 development by: 29 (c) Supporting the development and operation of the Space 30 Transportation Research and Development Institute, when 31 possible. Such support may include, but is not limited to: 32 1. Providing the institute with advisory support for 33 defining the focus and scope of multiuniversity projects. 34 2. Providing the institute with access to the Cape 35 Canaveral Spaceport and other spaceport sites in the state, 36 including launch, laboratory, and processing facilities for 37 research and program management. 38 3. Providing support for the development of the institute 39 among relevant agencies and policymakers in Washington, D.C., 40 and this state. 41 4. Engaging the institute as a partner in support of space 42 transportation policy, range and spaceport technology 43 development, and other space transportation technology programs. 44 5. Providing support to institute projects through the 45 Florida-NASA Matching Grant Program as provided in subsection 46 (10). 47 Section 30. Section 331.365, Florida Statutes, is created 48 to read: 49 331.365 Office of Tourism, Trade, and Economic Development; 50 Space Transportation Research and Development Institute.— 51 (1) There is established within the Office of Tourism, 52 Trade, and Economic Development a multiuniversity Space 53 Transportation Research and Development Institute that shall 54 pursue Federal Aviation Administration sponsorship of a Center 55 of Excellence focused on high-impact space transportation 56 research, technology development, and policy analysis 57 activities. The institute shall be led by Embry-Riddle 58 Aeronautical University and Florida Institute of Technology and 59 shall include other public and private postsecondary academic 60 institutions within and outside the state. The institute, 61 through its partner institutions, shall support research focus 62 areas including, but not limited to, spaceport licensing and 63 safety; range and airspace management systems development, 64 simulation, and qualification; spaceflight human factors issues; 65 spaceflight passenger, crew, and technician training and 66 certification; launch vehicle safety analysis; materials science 67 for spaceflight; spaceport instrumentation, technologies, and 68 processes; and other topics which may be of interest to the 69 Federal Aviation Administration. 70 (2) The institute shall be established in phases, with the 71 initial phase focused on developing a management structure, 72 establishing a formal relationship with the Federal Aviation 73 Administration, and forming partnerships with academic 74 institutions and industry. The institute shall provide a 75 quarterly report to the Office of Tourism, Trade, and Economic 76 Development on the institute’s activities, relationship status 77 with the Federal Aviation Administration, research, and 78 partnerships. Any monies provided by government or private 79 industry directly to Embry Riddle Aeronautical University or 80 Florida Institute of Technology are not a part of the Institute 81 but shall remain as an allocation intended for each institution. 82 Section 31. Sections 28-30 of this act may not require the 83 appropriation of funds or the assignment of personnel resources 84 by the Office of Tourism, Trade, and Economic Development. 85 86 ================= T I T L E A M E N D M E N T ================ 87 And the title is amended as follows: 88 Delete line 1428 89 and insert: 90 Regional Transportation Authority; providing a short 91 title; providing legislative findings; amending s. 92 331.3051, F.S.; expanding the duties of Space Florida 93 to include supporting the development and operation of 94 the Space Transportation Research and Development 95 Institute; creating s. 331.365, F.S.; establishing the 96 Space Transportation Research and Development 97 Institute within the Office of Tourism, Trade, and 98 Economic Development; providing that the institute is 99 a multiuniversity initiative; providing purposes and 100 duties of the institute; providing for the 101 establishment and administration of the institute; 102 providing that the act does not require appropriation 103 of funds or assignment of personnel resources by the 104 Office of Tourism, Trade, and Economic Development; 105 providing an effective date.
