The institute shall be led by Embry-Riddle 6 Aeronautical University and Florida Institute of Technology and 7 shall include other public and private postsecondary academic 8 institutions within and outside the state. The institute, 9 through its partner institutions, shall support research focus 10 areas including, but not limited to, spaceport licensing and 11 safety; range and airspace management systems development, 12 simulation, and qualification; spaceflight human factors issues; 13 spaceflight passenger, crew, and technician training and 14 certification; launch vehicle safety analysis; materials science 15 for spaceflight; spaceport instrumentation, technologies, and 16 processes; and other topics which may be of interest to the 17 Federal Aviation Administration. 18 (2) The institute shall be established in phases, with the 19 initial phase focused on developing a management structure, 20 establishing a formal relationship with the Federal Aviation 21 Administration, and forming partnerships with academic 22 institutions and industry. The institute shall provide a 23 quarterly report to the Office of Tourism, Trade, and Economic 24 Development on the institute’s activities, relationship status 25 with the Federal Aviation Administration, research, and 26 partnerships. Any monies provided by government or private 27 industry directly to Embry Riddle Aeronautical University or 28 Florida Institute of Technology are not a part of the Institute 29 but shall remain as an allocation intended for each institution. 30
