1 A bill to be entitled
2 An act relating to the Florida 211 Network; amending
3 s. 408.918, F.S.; removing the Agency for Health Care
4 Administration from the process of certifying
5 providers of information and referral of health and
6 human services for participation in the Florida 211
7 Network; requiring each 211 provider to be accredited
8 by the Florida Alliance of Information and Referral
9 Services; requiring each 211 provider to notify the
10 Public Service Commission of the accreditation;
11 requiring the Public Service Commission to request
12 that the Federal Communications Commission direct the
13 local exchange company to revoke the use of the 211
14 number if the 211 Network provider is not accredited;
15 providing an effective date.

17 Be It Enacted by the Legislature of the State of Florida:

19 Section 1. Subsection (2) of section 408.918, Florida
20 Statutes, is amended to read:
21 408.918 Florida 211 Network; uniform certification
22 requirements.—
23 (2) In order to participate in the Florida 211 Network, a
24 211 provider must be accredited certified by the Agency for
25 Health Care Administration. The agency shall develop criteria
26 for certification, as recommended by the Florida Alliance of
27 Information and Referral Services, and shall adopt the criteria
28 as administrative rules. The 211 provider shall notify the
29 Public Service Commission of their accreditation in order to
30 receive authorization for the 211 number.
31 (a) If any provider of information and referral services or
32 other entity leases a 211 number from a local exchange company
33 and is not accredited as described in this section certified by
34 the agency, the agency shall, after consultation with the local
35 exchange company and the Public Service Commission shall,
36 request that the Federal Communications Commission direct the
37 local exchange company to revoke the use of the 211 number.
38 (b) The agency shall seek the assistance and guidance of
39 the Public Service Commission and the Federal Communications
40 Commission in resolving any disputes arising over jurisdiction
41 related to 211 numbers.
42 Section 2. This act shall take effect July 1, 2009.
