House Memorial
2A memorial to the Congress of the United States, urging
3Congress to authorize a fast-track program for granting
4permits to develop and construct new nuclear power plants.
5
6     WHEREAS, as Florida's economic growth demands that the
7state develop additional clean, efficient, and affordable power
8sources, and
9     WHEREAS, five nuclear reactors currently provide Florida
10with 13 percent of its electricity, equal to 79 percent of the
11state's emissions-free electricity, and
12     WHEREAS, nations around the world are turning to nuclear
13power to meet their energy needs, and
14     WHEREAS, nuclear energy is among the least expensive energy
15sources in America today, and
16     WHEREAS, the safety record of nuclear energy is second to
17none, with no deaths or injuries attributed to commercial
18nuclear power in the United States, and
19     WHEREAS, approximately 2,400 skilled workers are required
20to build a new reactor and approximately 600 workers are
21required to operate each reactor, and
22     WHEREAS, two companies are preparing to build four reactors
23in Florida, and
24     WHEREAS, federal, state, and local governmental permit
25application, review, and approval policies and procedures remain
26a substantial complication to new reactor construction, NOW,
27THEREFORE,

29Be It Resolved by the Legislature of the State of Florida:

31     That the Florida Legislature urges Congress to expedite the
32process for granting permits to develop and construct new
33nuclear power plants by authorizing a fast-track program that is
34open to new reactor applicants that meet specified criteria and
35conditions, that reduces the amount of time necessary to grant a
36permit for a new plant by half, and that does not sacrifice
37safety standards or security.
38     BE IT FURTHER RESOLVED that copies of this memorial be
39dispatched to the President of the United States, to the
40President of the United States Senate, to the Speaker of the
41United States House of Representatives, and to each member of
42the Florida delegation to the United States Congress.
