4 | permits to develop and construct new nuclear power plants. |

6 | WHEREAS, as Florida's economic growth demands that the |
7 | state develop additional clean, efficient, and affordable power |
8 | sources, and |
9 | WHEREAS, five nuclear reactors currently provide Florida |
10 | with 13 percent of its electricity, equal to 79 percent of the |
11 | state's emissions-free electricity, and |
12 | WHEREAS, nations around the world are turning to nuclear |
13 | power to meet their energy needs, and |
14 | WHEREAS, nuclear energy is among the least expensive energy |
15 | sources in America today, and |
16 | WHEREAS, the safety record of nuclear energy is second to |
17 | none, with no deaths or injuries attributed to commercial |
18 | nuclear power in the United States, and |
19 | WHEREAS, approximately 2,400 skilled workers are required |
20 | to build a new reactor and approximately 600 workers are |
21 | required to operate each reactor, and |
22 | WHEREAS, two companies are preparing to build four reactors |
23 | in Florida, and |
24 | WHEREAS, federal, state, and local governmental permit |
25 | application, review, and approval policies and procedures remain |
26 | a substantial complication to new reactor construction, NOW, |
27 | THEREFORE, |

29 | Be It Resolved by the Legislature of the State of Florida: |

31 | That the Florida Legislature urges Congress to expedite the |
32 | process for granting permits to develop and construct new |
33 | nuclear power plants by authorizing a fast-track program that is |
34 | open to new reactor applicants that meet specified criteria and |
35 | conditions, that reduces the amount of time necessary to grant a |
36 | permit for a new plant by half, and that does not sacrifice |
37 | safety standards or security. |
38 | BE IT FURTHER RESOLVED that copies of this memorial be |
39 | dispatched to the President of the United States, to the |
40 | President of the United States Senate, to the Speaker of the |
41 | United States House of Representatives, and to each member of |
42 | the Florida delegation to the United States Congress. |
