| 6 | Statutes, is amended to read: |
| 7 | 322.08 Application for license.-- |
| 8 | (5)(a) A person must successfully complete an approved |
| 9 | basic driver improvement course that meets the requirements of |
| 10 | s. 318.1451 before the person applies for a driver's license |
| 11 | regardless of whether the person is the holder of a learner's |
| 12 | driver's license. The requirement for completing a basic driver |
| 13 | improvement course does not apply to an applicant for a |
| 14 | learner's driver's license or to a renewal of a driver's |
| 15 | license. United States military personnel on active duty and any |
| 16 | person who has successfully completed a Department of Education |
| 17 | course of study and instruction in the safe and lawful operation |
| 18 | of a motor vehicle offered pursuant to s. 1003.48 are exempt |
| 19 | from the requirements of this section. |
| 20 | (b) The department may not issue a driver's license to a |
| 21 | person who has never been issued a driver's license in any |
| 22 | jurisdiction until he or she successfully completes the traffic |
| 23 | law and substance abuse education course prescribed in s. |
| 24 | 322.095. |
