       The Committee on Judiciary (Constantine) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 240 - 244
    4  and insert:
    5  not serve as surrogate parents under this subsection. A person
    6  who acts in a parental role to a child, such as a foster parent
    7  or relative caregiver, a guardian ad litem, or a relative or
    8  other adult involved in the child’s life, regardless of whether
    9  that person has physical custody of the child, may serve as a
   10  surrogate parent under this subsection.
