A bill to be entitled
2An act relating to stormwater management system design;
3establishing a task force to develop recommendations
4relating to stormwater management system design;
5specifying study criteria; providing for task force
6membership, meetings, and expiration; requiring the task
7force to submit findings and legislative recommendations
8to the Legislature by a specified date; providing an
9effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  (1)  A task force is established to develop
14legislative recommendations relating to stormwater management
15system design in the state. The task force shall:
16     (a)  Review the Joint Professional Engineers and Landscape
17Architecture Committee Report conducted pursuant to s. 17,
18chapter 88-347, Laws of Florida, and determine the current
19validity of the report and the need to revise any of the
20conclusions or recommendations.
21     (b)  Determine how a licensed and registered professional
22might demonstrate competency for stormwater management system
23design.
24     (c)  Determine how the Board of Professional Engineers and
25the Board of Landscape Architecture might administer
26certification tests or continuing education requirements for
27stormwater management system design.
28     (d)  Provide recommendations for grandfathering the rights
29of licensed professionals who currently practice stormwater
30management design in a manner that will allow them to continue
31to practice without meeting any new requirements the task force
32recommends be placed on licensed professionals in the future.
33     (2)(a)  The Board of Landscape Architecture, the Board of
34Professional Engineers, the Florida Engineering Society, the
35Florida Chapter of the American Society of Landscape Architects,
36the Secretary of Environmental Protection, and the Secretary of
37Transportation shall each appoint one member to the task force.
38     (b)  Members of the task force may not be reimbursed for
39travel, per diem, or any other costs associated with serving on
40the task force.
41     (c)  The task force shall meet a minimum of four times
42either in person or via teleconference; however, a minimum of
43two meetings shall be public hearings with testimony.
44     (d)  The task force shall expire on November 1, 2009.
45     (3)  The task force shall provide its findings and
46legislative recommendations to the President of the Senate and
47the Speaker of the House of Representatives by November 1, 2009.
48     Section 2.  This act shall take effect July 1, 2009.
