3     Amendment (with title amendment)
4     Between lines 13 and 14, insert:
5     Section 1.  Subsection (3) is added to section 257.12,
6Florida Statutes, to read:
7     257.12  Division of Library and Information Services
8authorized to accept and expend federal funds.--
9     (3)  All public libraries are encouraged to adopt an
10Internet safety education program, including the implementation
11of a computer-based educational program, which has been endorsed
12by a government-sanctioned law enforcement agency or other
13reputable public safety advocacy organization and is designed
14for children and adults. The purpose of the Internet safety
15education program is to promote the use of prudent online
16deportment and broaden awareness of online predators. The
17program must be interactive and age-appropriate. Each library
18shall annually report to the division the annual number of
19program participants who complete the Internet safety education
20program. By April 1, 2010, the division shall adopt rules for
21rewarding those libraries in the program grant application
22process which have had 1 percent or more of their annual number
23of program participants, based on the total number of registered
24borrowers from the preceding year, complete the Internet safety
25education program adopted by the library. Program participants
26completing the program as a result of strategic partnerships or
27collaboration between the library and other entities shall be
28integrated into the library's annual report. The division shall
29adopt rules to allocate 10 percent of the total points available
30in the library services and technology grant application
31evaluation process to public libraries that are in compliance
32with this section, beginning with the grant application cycle
33for the 2011-2012 fiscal year.

38An act relating to sexual offenders and predators; amending
39s. 257.12, F.S.; encouraging all public libraries to
40implement an Internet safety education program for children
41and adults; providing minimum requirements for the program;
42requiring libraries to annually report to the Division of
43Library and Information Services of the Department of State
44the number of participants who complete the program;
45requiring that the division adopt rules to award additional
46points to grant applicants implementing such a program;
