5	1.  By January 1, 2012, 4.5 percent of the previous years'
6	retail electricity sales;
7	2.  By January 1, 2013, 7 percent of the previous years'
8	retail electricity sales;
9	3.  By January 1, 2016, 12 percent of the previous years'
10	retail electricity sales;
11	4.  By January 1, 2019, 18 percent of the previous years'
12	retail electricity sales; and
13	5.  By January 1, 2021, 20 percent of the previous years'
