       The Committee on Criminal Justice (Crist) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 90 - 97
    4  and insert:
    5         (a)The identification of all state funds being expended on
    6  the care of adults with mental illnesses who have legal
    7  involvement with state and county courts. This shall include a
    8  review of how an expansion or revision of the state’s optional
    9  insurance coverage for mental and nervous disorders could
   10  mitigate the amount of total public funds expended on care in
   11  any correctional facility and funds expended on medication,
   12  courts, attorneys, state institutions, contracts with private
   13  institutions, community-based programs, Medicaid services,
   14  state-funded substance abuse services, state-funded mental
   15  health services, and managed care plans. To this end, the
   16  workgroup is directed to analyze data pertinent to health
   17  insurance coverage for mental health benefits in this state, and
   18  to determine how incarceration rates are affected or exacerbated
   19  by lack of access to adequate or affordable health insurance
   20  coverage for adults with mental illnesses.
