       The Committee on Transportation (Dockery) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 254 - 256
    4  and insert:
    5         (17)After the United States Congress appropriates at least
    6  $200 million for the commuter rail service in what is commonly
    7  identified as the Central Florida Rail Corridor, have the
    8  authority to purchase the required right-of-way improvements,
    9  and appurtenances of the A-Line rail corridor from CSX
   10  Transportation, Inc., for a maximum purchase price of $150
   11  million for the primary purpose of implementing a commuter rail
   12  service. When all federal funding has been appropriated, in
   13  conjunction with the acquisition, ownership, construction,
   14  operation, maintenance, and management of a rail corridor, the
   15  department has the authority to:

   24  regional rail system plan; authorizing the department to
