       The Committee on Transportation (Dockery) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 162 - 171
    4  and insert:
    5  to identify and address anticipated impacts associated with an
    6  increase in rail freight traffic;
    7         2. Work with the City of Lakeland and CSX Transportation
    8  Company to identify and develop an alternative route bypassing
    9  the City of Lakeland for through rail traffic destined for the
   10  CSX Integrated Logistics Center in Winter Haven. Immediately
   11  following the completion of the department's alternative rail
   12  evaluation, the department shall begin a project development and
   13  environmental study of the preferred alternative; and
