       The Committee on Judiciary (Baker) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 161 - 171
    4  and insert:
    5         1. Continue to work closely with all affected communities,
    6  including, but not limited to, the City of Lakeland, the City of
    7  Plant City, and Polk County, to identify and address anticipated
    8  impacts associated with an increase in freight rail traffic;
    9         2. In coordination with the affected local governments and
   10  CSX Transportation, Incorporated, finalize all viable
   11  alternatives from the department’s Rail Traffic Evaluation Study
   12  to identify and develop an alternative route for through freight
   13  rail traffic moving through Central Florida, including Polk and
   14  Hillsborough counties. Following the completion of the
   15  department's alternative rail traffic evaluation, the department
   16  shall begin a project development and environmental study that
   17  must be reviewed and approved by appropriate federal agencies so
   18  that a preferred alternative can be identified which minimizes
   19  the impacts associated with freight rail movements along the
   20  corridor. This preferred alternative shall become the basis for
   21  future development of this freight rail corridor and shall be
   22  prioritized for funding in the department’s work program no
   23  later than 10 years from commencement of construction of the CSX
   24  Integrated Logistics Center; and
