A bill to be entitled
2An act relating to environmental control; directing the
3Department of Environmental Protection to develop a plan
4for the implementation of an expedited permitting process
5for nuclear power plants; directing the department to
6develop a plan for the implementation of an offshore oil
7and natural gas drilling program; providing requirements
8for the plans; requiring the plans to be submitted to the
9Legislature by a specified date; providing an effective
10date.

12Be It Enacted by the Legislature of the State of Florida:

14     Section 1.  The Department of Environmental Protection is
15directed to develop a plan, including legislative
16recommendations, for the implementation of an expedited
17permitting process for the development and construction of
18nuclear power plants that reduces the amount of time for
19granting such a permit by half. The plan must be submitted to
20the President of the Senate and the Speaker of the House of
21Representatives no later than December 31, 2009.
22     Section 2.  The Department of Environmental Protection is
23directed to develop a plan, including legislative
24recommendations, for the implementation of an offshore oil and
25natural gas drilling program. The plan for the program shall
26include an expedited permitting process for all offshore and
27onshore activities associated with the development and
28construction of facilities and the production, transportation,
29and distribution of oil and natural gas products. The plan must
30be submitted to the President of the Senate and the Speaker of
31the House of Representatives no later than December 31, 2009.
32     Section 3.  This act shall take effect July 1, 2009.
