       The Committee on Commerce (Garcia) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete line 1688
    4  and insert:
    5         Section 53. This act shall take effect October 1, 2009;
    6  however, Section 2 of this act shall take effect upon becoming a
    7  law and applies to all fiscal years ending on or after December
    8  31, 2008.
