       The Committee on General Government Appropriations (Aronberg)
       recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 58 and 59
    4  insert:
    5         Section 3. Subsection (3) is added to section 514.025,
    6  Florida Statutes, to read:
    7         514.025 Assignment of authority to county health
    8  departments.—
    9         (3)Notwithstanding subsections (1) and (2), the department
   10  may also assign the responsibilities and functions specified in
   11  this section to an independent special district created by the
   12  Legislature which is authorized to provide municipal services
   13  and improvements and whose personnel meet the same
   14  qualifications specified in subsection (1).

   19         Delete lines 2 - 13
   20  and insert:
   21         An act relating to public swimming; amending s.
   22         514.011, F.S.; defining the term “beach waters”;
   23         amending s. 514.023, F.S.; requiring the Department of
   24         Health to notify the local government and the local
   25         office of the Department of Environmental Protection
   26         when it issues a health advisory against swimming in
   27         beach waters due to elevated levels of bacteria;
   28         requiring the Department of Environmental Protection
   29         to promptly investigate wastewater treatment
   30         facilities within a certain distance of the beach and
   31         notify the local government of the results of such
   32         investigation; amending s. 514.025, F.S.; authorizing
   33         the department to delegate duties relating to public
   34         swimming or bathing facilities to independent special
   35         districts; amending s. 515.25, F.S.; conforming a
