       The Committee on Commerce (Detert) recommended the following:
       
    1         Senate Amendment

    3         Between lines 662 and 663
    4  insert:
    5  However, decertification proceedings against a local government
    6  certified prior to July 1, 2009, shall be delayed until 12
    7  months after the expiration of the local government's existing
    8  agreement with a spring training baseball franchise and without
    9  a new agreement being signed.
