The Committee on Regulated Industries (Wise) recommended the
following:
1 Senate Amendment (with title amendment)

3 Delete line 18
4 and insert:
5 regulation under ss. 849.15 and 849.16. To be authorized the
6 electronic device must: be under the supervision and within the
7 direct line of sight of a member of the bingo organization
8 conducting the bingo game to ensure that the machine is
9 monitored and only operated by persons at least 18 years of age;
10 be capable of being electronically deactivated to prohibit use
11 by persons less than 18 years of age through the use of a
12 lockout device that maintains the machine’s deactivation for a
13 period of no less than 5 minutes; and be designed to prevent its
14 use or conversion for use in any manner other than the
15 dispensing of instant bingo tickets. Authorized devices may
16 dispense change to players purchasing instant bingo tickets but
17 may not be utilized for paying the holders of winning tickets of
18 any kind. However, the device must

25 and insert:
26 requiring that such devices be monitored and operational only
27 under specific circumstances; providing that the devices may not
28 be used to operate in a manner other than for dispensing instant
29 bingo tickets; allowing for the devices to dispense change;
30 providing an effective date.
