        Section 1. Paragraph (i) is added to subsection (13) of
 section 849.0931, Florida Statutes, to read:

        (i)Instant bingo tickets may be dispensed, subject to the
 other provisions of this section, by an electronic device. An
 electronic device used to dispense such tickets is exempt from

 electronic device must be under the supervision and within the

 monitored and operated only by persons at least 18 years of age;
 must be capable of being electronically deactivated to prohibit
 use by persons younger than 18 years of age through the use of a
 lockout device that maintains the machine’s deactivation for a
 period of not less than 5 minutes; and must be designed to
 prevent its use or conversion for use in any manner other than
 the dispensing of instant bingo tickets. Authorized devices may
 dispense change to players purchasing instant bingo tickets but
 may not be used for paying the holders of winning tickets of any
 kind. The device must be capable of recording each ticket
 dispensed, the number of coins or amount of money received for
 each ticket, and totals of each for all tickets dispensed.
