       The Committee on Governmental Oversight and Accountability
       (Dean) recommended the following:
       
    1         Senate Amendment to Amendment (371202) (with title
    2  amendment)
    3  
    4         Between lines 662 and 663
    5  insert:
    6         Section 17. Section 1011.051, Florida Statutes, is amended
    7  to read:
    8         1011.051 Guidelines for general funds.—The district school
    9  board shall maintain an unreserved fund balance for the general
   10  fund balance that is sufficient to address normal contingencies.
   11         (1) If at any time the unreserved fund balance of the
   12  general fund balance in the district’s approved operating budget
   13  is projected to fall during the current fiscal year below 3
   14  percent of projected general fund revenues, the superintendent
   15  shall provide written notification to the district school board
   16  and the Commissioner of Education.
   17         (2) If the unreserved fund balance for the general fund
   18  balance in the district’s approved operating budget is projected
   19  to fall during the current fiscal year below 2 percent of
   20  projected general fund revenues, the superintendent shall
   21  provide written notification to the district school board and
   22  the Commissioner of Education. Within 14 days after receiving
   23  such notification, if the commissioner determines that the
   24  district does not have a plan that is reasonably anticipated to
   25  avoid a financial emergency as determined pursuant to s.
   26  218.503, the commissioner shall appoint a financial emergency
   27  board that shall operate consistent with the requirements,
   28  powers, and duties specified in s. 218.503(3)(g).

   31         And the title is amended as follows:
   32         Delete line 706
   33  and insert:
   34         amending s. 1011.051, F.S.; revising provisions
   35         relating to the guidelines for district school boards
   36         to maintain an unreserved fund balance for the general
   37         fund; providing an effective date.
