4 | Between lines 2391 and 2392, insert: |
5 | Section 45. The Legislature finds that existing state |
6 | seaport security standards and measures are based upon a Florida |
7 | Seaport Security Assessment conducted in 2000, prior to the |
8 | development of federal and international layered seaport |
9 | security standards and measures. The Office of Drug Control |
10 | shall commission a critical seaport security review of state |
11 | standards and measures by a qualified vendor with expertise in |
12 | maritime security. The Office of Drug Control, the Florida |
13 | Department of Law Enforcement, and the Florida Seaport |
14 | Transportation and Economic Development Council shall mutually |
15 | select and approve the qualified vendor and mutually approve the |
16 | subject, scope, and performance of the review. The review shall |
17 | be presented to the Governor and the Legislature by January 1, |
18 | 2010. Pursuant to s. 311.13, Florida Statutes, any records |
19 | included in the review which are exempt from s. 119.07(1), |
20 | Florida Statutes, and s. 24(a), Art. I of the State Constitution |
21 | are exempt from disclosure. |
