4 | Between lines 2391 and 2392, insert: |
5 | Section 45. The Department of Transportation shall direct |
6 | a study to be conducted and funded by the Jacksonville |
7 | Transportation Authority created in chapter 349, Florida |
8 | Statutes, for the purpose of recommending to the Legislature the |
9 | framework for a regional transportation authority for the |
10 | northeast region of Florida comprised of the following counties |
11 | and each of the municipalities therein: Baker, Clay, Duval, |
12 | Flagler, Nassau, Putnam, and St. Johns Counties. The study shall |
13 | include, at a minimum, the existing powers and duties of the |
14 | authority and the additional powers and duties necessary for the |
15 | agency to plan, design, finance, construct, operate, and |
16 | maintain transportation facilities, providing a safe, adequate, |
17 | and efficient surface transportation network for the region, |
18 | consistent with the statewide transportation network. In |
19 | addition, the study shall address agency revenue sources, |
20 | governance, coordination of work plans, and coordination with |
21 | local comprehensive plans for all of the transportation |
22 | facilities of the agency. Recommendations shall be delivered to |
23 | the President of the Senate and the Speaker of the House of |
24 | Representatives no later than February 1, 2010. |
