8 | Be It Resolved by the Legislature of the State of Florida: |
9 |

10 | That the following creation of Section 19 of Article VII of |
11 | the State Constitution is agreed to and shall be submitted to |
12 | the electors of this state for approval or rejection at the next |
13 | general election or at an earlier special election specifically |
14 | authorized by law for that purpose: |

17 | SECTION 19. Partial exemption for renovation homestead |
18 | property.-- |
19 | (a) By general law and subject to conditions and |
20 | limitations specified therein, the legislature may grant a |
21 | partial exemption from ad valorem taxation and non-ad valorem |
22 | assessments for homestead property that has been renovated or |
23 | reconstructed by a charitable entity in an amount equal to any |
24 | increase in the assessed value of the homestead resulting from |
25 | the renovation or reconstruction. |
26 | (b) The duration of a tax exemption granted pursuant to |
27 | this section shall be for a term not to exceed 30 years from the |
28 | completion of the renovation or reconstruction and shall not be |
29 | transferable. When the exempt status of the property changes |
30 | during a tax year due to a sale or transfer of the property, the |
31 | property shall be assessed and taxed at its just value and the |
32 | procedure for the apportionment of the taxes for the year shall |
33 | be the same as in the case of other changes in tax exemption |
34 | status during the tax year. |
35 | (c) For purposes of this section, homestead property |
36 | eligible for the exemption provided by this section is homestead |
37 | property consisting of a housing project performed for a |
38 | specific person or family to renovate, reconstruct, or replace |
39 | the home of that person or family on the same lot by a |
40 | charitable entity organized to perform home renovations or by a |
41 | for-profit builder using at least 75 percent volunteer labor to |
42 | accomplish the renovation or reconstruction for the project. |
43 | BE IT FURTHER RESOLVED that the following statement be |
44 | placed on the ballot: |

48 | PROPERTY.--Proposing an amendment to the State Constitution to |
49 | authorize the Legislature to exempt homestead property that has |
50 | been renovated or reconstructed by a charitable entity or for- |
51 | profit builder using predominantly volunteer labor from ad |
52 | valorem taxation and non-ad valorem assessments in an amount |
53 | equal to any increase in the assessed value of the homestead |
54 | resulting from the renovation or reconstruction, limit the term |
55 | of the exemption to 30 years, and provide for termination of the |
56 | exemption upon sale or transfer of ownership of the property. |
