    1                        A bill to be entitled                      
    2         An act relating to speed zones at K-12 schools;
    3         amending s. 316.1895, F.S.; requiring the installation
    4         of traffic and pedestrian control devices at certain
    5         K-12 schools unless a traffic engineering analysis
    6         determines that the devices are not necessary;
    7         providing an effective date.
    8         
    9  Be It Enacted by the Legislature of the State of Florida:
   10         
   11         Section 1. Subsection (1) of section 316.1895, Florida
   12  Statutes, is amended to read:
   13         316.1895 Establishment of school speed zones, enforcement;
   14  designation.—
   15         (1)(a) The Department of Transportation, pursuant to the
   16  authority granted under s. 316.0745, shall adopt a uniform
   17  system of traffic control devices and pedestrian control devices
   18  for use on the streets and highways in the state surrounding all
   19  schools, public and private.
   20         (b) The Department of Transportation shall compile,
   21  publish, and transmit a manual containing all specifications and
   22  requirements with respect to the system of devices established
   23  pursuant to paragraph (a) to the governing body of each county
   24  and municipality in the state, and the Department of
   25  Transportation and each county and municipality in the state
   26  shall install and maintain such traffic and pedestrian control
   27  devices in conformity with such uniform system. Traffic and
   28  pedestrian control devices shall be installed at all public or
   29  private K-12 schools located on state roads unless a traffic
   30  engineering analysis, conducted according to standards developed
   31  by the Department of Transportation, determines that such
   32  devices are not necessary.
   33         Section 2. This act shall take effect July 1, 2009.
