       The Committee on Community Affairs (Bennett) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 88 - 98
    4  and insert:
    5                             ARTICLE XII                           
    6                              SCHEDULE                             
    7         SECTION 31.Term limits.—The amendment to Section 4 of
    8  Article VI denying ballot access for re-election to any state
    9  legislator who will have served, or who but for resignation
   10  would have served, in that office for twelve consecutive years,
   11  rather than eight consecutive years, shall take effect upon
   12  approval by the voters and shall apply only to those officers
   13  whose consecutive years in office begin in November 2010 or
   14  thereafter.
   15         BE IT FURTHER RESOLVED that the following statement be
   16  placed on the ballot:
   17                      CONSTITUTIONAL AMENDMENT                     
   18                        ARTICLE VI, SECTION 4                      
   19                       ARTICLE VII, SECTION 6                      
   20                       ARTICLE XII, SECTION 31                     
   21         TERM LIMITS; INCREASED ELIGIBLILITY FOR OFFICE.—Proposing
   22  an amendment to the State Constitution to increase from 8
   23  consecutive years to 12 consecutive years the time a person may
   24  serve in the office of state senator or state representative
   25  before becoming disqualified to appear on the ballot for re
   26  election, with such increase applicable to persons whose
   27  consecutive years of office begin in November 2010 or
   28  thereafter. The amendment also deletes provisions relating to
   29  terms limits for members of the U.S. House of Representatives
   30  and U.S. Senators, which provisions have been determined by the
   31  U.S. Supreme Court to violate the U.S. Constitution.
   32         DISABLED VETERAN'S PROPERTY TAX DISCOUNT.—The State
   33  Constitution provides a property tax discount on the homesteads
   34  of veterans who became disabled as the result of a combat
   35  injury. This proposed amendment expands the availability of the
   36  discount to veterans who became disabled as the result of a
   37  combat injury, but who were not Florida residents when they
   38  entered the military.

   41         And the title is amended as follows:
   42         Delete everything before the resolving clause
   43  and insert:
   44                       Senate Joint Resolution                     
   45  A joint resolution proposing an amendment to Section 4 of
   46  Article VI of the State Constitution, increasing the time a
   47  person may serve as state senator or state representative before
   48  being disqualified from a consecutive candidacy; and proposing
   49  an amendment to Section 6 of Article VII of the State
   50  Constitution, to expand the availability of the property tax
   51  discount for disabled veterans to veterans who were not Florida
   52  residents when they entered the military.
