House Comm: FAV . 04/07/2009 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Ethics and Elections (Rich) recommended the following: 1 Senate Substitute for Amendment (704084) (with title 2 amendment) 3 4 Delete lines 88 - 98 5 and insert: 6 (f) By general law and subject to the conditions specified 7 therein, each person who receives a homestead exemption as 8 provided in section 6 of this article; who was a member of the 9 United States military or military reserves, the United States 10 Coast Guard or its reserves, or the Florida National Guard; and 11 who received hostile-fire pay while deployed in support of 12 military operations on active duty outside the continental 13 United States, Alaska, or Hawaii during the preceding calendar 14 year shall receive an additional exemption equal to a percentage 15 of the taxable value of his or her homestead property. The 16 applicable percentage shall be calculated as the number of days 17 during the preceding calendar year the person received hostile 18 fire pay divided by the number of days in that year. 19 BE IT FURTHER RESOLVED that the following statement be 20 placed on the ballot: 21 CONSTITUTIONAL AMENDMENT 22 ARTICLE VII, SECTION 6 23 DISABLED VETERAN’S PROPERTY TAX DISCOUNT; HOMESTEAD 24 EXEMPTION FOR MEMBERS OF MILITARY RECEIVING HOSTILE-FIRE PAY. 25 The State Constitution provides a property tax discount on the 26 homesteads of veterans who became disabled as the result of a 27 combat injury and provides to certain persons an exemption, up 28 to a specified value, of the person’s homestead from taxation. 29 This proposed amendment expands the availability of the property 30 tax discount to veterans who became disabled as the result of a 31 combat injury, but who were not Florida residents when they 32 entered the military, and authorizes the Legislature to provide 33 an additional homestead exemption for members of the United 34 States military who are deployed overseas and receive hostile 35 fire pay. 36 37 ================= T I T L E A M E N D M E N T ================ 38 And the title is amended as follows: 39 Delete line 6 40 and insert: 41 when they entered the military and to provide an additional 42 homestead exemption to certain persons.
