       The Committee on Agriculture (Aronberg and Bullard) recommended
       the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 73 - 82
    4  and insert:
    5         5.1. Agencies that receive the funds must use at least 70
    6  percent of the funds to provide for the material needs of
    7  pregnant women who are committed to placing their children for
    8  adoption, including clothing, housing, medical care, food,
    9  utilities, and transportation. Such funds may also be expended
   10  on infants awaiting placement with adoptive parents.
   11         6.2. The remaining funds may be used for adoption,
   12  counseling, training, or advertising, but may not be used for
   13  administrative expenses, legal expenses, or capital
   14  expenditures.
