Paragraphs (qqq), (rrr), and (sss) are added to 6 subsection (4) of section 320.08056, Florida Statutes, to read: 7 320.08056 Specialty license plates.— 8 (4) The following license plate annual use fees shall be 9 collected for the appropriate specialty license plates: 10 (qqq) Florida Horse Park license plate, $25. 11 (rrr) Let's Go Surfing license plate, $25. 12 (sss) Toomey Foundation for the Natural Sciences license 13 plate, $25. 14 Section 2. Subsections (69), (70), and (71) are added to 15 section 320.08058, Florida Statutes, to read: 16 320.08058 Specialty license plates.— 17 (69) FLORIDA HORSE PARK LICENSE PLATES.— 18 (a) The department shall develop a Florida Horse Park 19 license plate as provided in this section. The plate must bear 20 the colors and design approved by the department. The word 21 “Florida” must appear at the top of the plate, and the words 22 “Discover Florida’s Horses” must appear at the bottom of the 23 plate. 24 (b) The annual use fees shall be distributed to the Florida 25 Agriculture Center and Horse Park Authority created by s. 26 570.952, which shall retain all proceeds until the startup costs 27 to develop and establish the plates have been recovered. 28 Thereafter, the proceeds shall be used as follows: 29 1. A maximum of 5 percent of the proceeds may be used to 30 administer the license plate program. 31 2. A maximum of 5 percent of the proceeds may be used to 32 promote and market the license plates. 33 3. The remaining fees shall be used by the authority to 34 promote the Florida Agriculture Center and Horse Park located in 35 Marion County; to support continued development of the park, 36 including the construction of additional educational facilities, 37 barns, and other structures; to provide improvements to the 38 existing infrastructure at the park; and to provide for 39 operational expenses of the park. 40 (70) LET'S GO SURFING LICENSE PLATES.— 41 (a) The department shall develop a Let's Go Surfing license 42 plate as provided in this section. Let's Go Surfing license 43 plates must bear the colors and design approved by the 44 department. The word “Florida” must appear at the top of the 45 plate, and the words “Let's Go Surfing” must appear at the 46 bottom of the plate. 47 (b) The license plate annual use fees shall be distributed 48 to East Coast Surfing Hall of Fame and Museum, Inc., to fund 49 activities, programs, and projects to promote Florida's surfing 50 related tourism, preserve Florida's surfing history and 51 heritage, preserve Florida's surf and shores, and honor 52 lifeguards who patrol Florida's surf and shores to protect 53 beach-goers, surfers, and others. East Coast Surfing Hall of 54 Fame and Museum, Inc., may retain all revenue from the annual 55 use fees until all startup costs for developing and establishing 56 the plate have been recovered. Thereafter, up to 25 percent of 57 the annual use fee revenue may be used for administration, 58 promotion, and marketing of the plate, including costs of the 59 annual audit and compliance affidavit. 60 (71) TOOMEY FOUNDATION FOR THE NATURAL SCIENCES LICENSE 61 PLATES.— 62 (a) The department shall develop a Toomey Foundation for 63 the Natural Sciences license plate as provided in this section. 64 The plate must bear the colors and design approved by the 65 department. The word “Florida” must appear at the top of the 66 plate, and the words “Preserving the Past” must appear at the 67 bottom of the plate. 68 (b) The annual use fees shall be distributed to the Toomey 69 Foundation for the Natural Sciences, Inc., which shall retain 50 70 percent of the proceeds until the startup costs to develop and 71 establish the plates have been recovered. Thereafter, the 72 proceeds shall be used as follows: 73 1. A maximum of 25 percent of the proceeds may be used to 74 fund the administrative, promotion, and marketing costs of the 75 license plate program and the foundation. 76 2. The remaining fees shall be used by the foundation to 77 acquire, manage, and preserve properties that are of scientific 78 importance to paleontologists, archeologists, or geologists for 79 the purposes of research and education and to promote and 80 protect the unique natural sciences of this state. 81 82 83 ================= T I T L E A M E N D M E N T ================ 84 And the title is amended as follows: 85 Delete line 4 86 and insert: 87 Florida Horse Park license plate, the Toomey 88 Foundation for the Natural Sciences license plate, and 89 the Let's Go
