Section 1011.905, Florida Statutes, is created 6 to read: 7 1011.905 State funding for Doctor of Medicine degree 8 programs at state universities.— 9 (1) It is the intent of the Legislature to use a funding 10 methodology for 4-year Doctor of Medicine degree programs which 11 provides a consistent base level of state support on a per 12 student basis for each such program at state universities. 13 (2) The Board of Governors, in consultation with the Office 14 of Program Policy Analysis and Government Accountability and 15 representatives from each of the 4-year Doctor of Medicine 16 degree programs, shall develop a funding methodology for 4-year 17 Doctor of Medicine degree programs offered by state 18 universities. The funding methodology shall provide for a 19 consistent base level of state support on a per-student basis 20 for each such program. As part of the development of the funding 21 methodology, the Board of Governors shall: 22 (a) Review prior-year expenditures for each of the 4-year 23 Doctor of Medicine degree programs, including expenditures from 24 all funding sources. 25 (b) Review national data on the costs associated with 4 26 year Doctor of Medicine degree programs offered by public 27 universities. 28 (c) Determine a base-level cost per student which excludes 29 supplemental costs or startup costs. 30 (d) Determine supplemental costs and startup costs that are 31 in addition to the base-level cost per student and that support 32 the unique mission of a degree program or support the 33 implementation of new 4-year Doctor of Medicine degree programs. 34 (e) Determine a uniform reporting procedure for the 35 consistent annual reporting of expenditures for 4-year Doctor of 36 Medicine degree programs. 37 (f) Determine a uniform reporting procedure for the 38 consistent annual reporting of outcome data for 4-year Doctor of 39 Medicine degree programs, including, but not limited to, 40 enrollment statistics, graduation and retention rates, passage 41 rates for the Step 1 and Step 2 United States Medical Licensing 42 Examinations, placement rates in residency positions in this 43 state, and placement rates in the physician workforce in this 44 state. 45 (3) The Board of Governors shall submit a report detailing 46 the funding methodology developed pursuant to subsection (2) to 47 the Governor, the President of the Senate, and the Speaker of 48 the House of Representatives no later than February 1, 2010. 49 (4) The Board of Governors shall use the funding 50 methodology developed pursuant to subsection (2) to develop the 51 legislative budget request for 4-year Doctor of Medicine degree 52 programs at state universities. For the 2010-2011 fiscal year, 53 the Board of Governors shall submit by March 1, 2010, an amended 54 legislative budget request based on the funding methodology. 55 Section 2. This act shall take effect upon becoming a law. 56 57 ================= T I T L E A M E N D M E N T ================ 58 And the title is amended as follows: 59 Delete everything before the enacting clause 60 and insert: 61 A bill to be entitled 62 An act relating to state funding for medical student 63 education; creating s. 1011.905, F.S.; providing 64 legislative intent; requiring the Board of Governors 65 of the State University System, in consultation with 66 the Office of Program Policy Analysis and Government 67 Accountability and representatives from Doctor of 68 Medicine degree programs, to develop a funding 69 methodology for Doctor of Medicine degree programs at 70 state universities; requiring the funding methodology 71 to provide a consistent base level of state support on 72 a per-student basis; providing duties of the Board of 73 Governors in developing the funding methodology; 74 requiring a report; requiring use of the funding 75 methodology in the development of legislative budget 76 requests; providing an effective date.
