    1                        A bill to be entitled                      
    2         An act relating to state funding for medical student
    3         education; requiring state funding for medical student
    4         education at state university colleges of medicine
    5         using a funding methodology that provides a base level
    6         of state support on a per-student basis; providing
    7         requirements for the funding methodology to be
    8         determined by the Board of Governors of the State
    9         University System in consultation with the Office of
   10         Program Policy Analysis and Government Accountability;
   11         requiring an annual update of the funding methodology;
   12         providing for startup funding for new medical schools;
   13         authorizing supplemental funding; requiring
   14         maintenance of college accreditation; providing an
   15         effective date.
   16         
   17  Be It Enacted by the Legislature of the State of Florida:
   18         
   19         Section 1. Apportionment of state funds for medical student
   20  education.—
   21         (1) To provide appropriate and equitable funding for
   22  medical student education, the state shall use a funding
   23  methodology that provides a consistent base level of state
   24  support on a per-student basis at all colleges of medicine at
   25  state universities regardless of which public institution the
   26  student attends. The funding methodology shall be based on costs
   27  associated with the 4-year Doctor of Medicine degree as
   28  determined by the Board of Governors of the State University
   29  System in consultation with the Office of Program Policy
   30  Analysis and Government Accountability. The funding methodology
   31  shall be updated annually based on inflation and the cost of
   32  other policy adjustments.
   33         (2) New medical schools that may be authorized by the
   34  Legislature may receive startup funding that is not provided on
   35  a per-student basis until such time as the first class has
   36  graduated.
   37         (3) In addition to the per-student, base-level funding, any
   38  college of medicine at a state university may be provided a per
   39  student supplement to support its unique mission or other policy
   40  initiatives of the Legislature. Supplemental per-student funding
   41  shall be determined by the Board of Governors of the State
   42  University System in consultation with the Office of Program
   43  Policy Analysis and Government Accountability.
   44         (4) In order for a college of medicine at a state
   45  university to receive funding pursuant to this section, the
   46  college of medicine must maintain its accreditation.
   47         (5) A college of medicine at a state university may seek
   48  nonstate funds to augment funds received under the provisions of
   49  this section.
   50         Section 2. This act shall take effect July 1, 2009.
