Florida Senate - 2009 CS for SB 1614 By the Committee on Governmental Oversight and Accountability; and Senator Oelrich 585-04495-09 20091614c1 1 A bill to be entitled 2 An act relating to state funding for medical student 3 education; creating s. 1011.905, F.S.; providing 4 legislative intent; requiring the Board of Governors 5 of the State University System, in consultation with 6 the Office of Program Policy Analysis and Government 7 Accountability and representatives from Doctor of 8 Medicine degree programs, to develop a funding 9 methodology for Doctor of Medicine degree programs at 10 state universities; requiring the funding methodology 11 to provide a consistent base level of state support on 12 a per-student basis; providing duties of the Board of 13 Governors in developing the funding methodology; 14 requiring a report; requiring use of the funding 15 methodology in the development of legislative budget 16 requests; providing an effective date. 17 18 Be It Enacted by the Legislature of the State of Florida: 19 20 Section 1. Section 1011.905, Florida Statutes, is created 21 to read: 22 1011.905 State funding for Doctor of Medicine degree 23 programs at state universities.— 24 (1) It is the intent of the Legislature to use a funding 25 methodology for 4-year Doctor of Medicine degree programs which 26 provides a consistent base level of state support on a per 27 student basis for each such program at state universities. 28 (2) The Board of Governors, in consultation with the Office 29 of Program Policy Analysis and Government Accountability and 30 representatives from each of the 4-year Doctor of Medicine 31 degree programs, shall develop a funding methodology for 4-year 32 Doctor of Medicine degree programs offered by state 33 universities. The funding methodology shall provide for a 34 consistent base level of state support on a per-student basis 35 for each such program. As part of the development of the funding 36 methodology, the Board of Governors shall: 37 (a) Review prior-year expenditures for each of the 4-year 38 Doctor of Medicine degree programs, including expenditures from 39 all funding sources. 40 (b) Review national data on the costs associated with 4 41 year Doctor of Medicine degree programs offered by public 42 universities. 43 (c) Determine a base-level cost per student which excludes 44 supplemental costs or startup costs. 45 (d) Determine supplemental costs and startup costs that are 46 in addition to the base-level cost per student and that support 47 the unique mission of a degree program or support the 48 implementation of new 4-year Doctor of Medicine degree programs. 49 (e) Determine a uniform reporting procedure for the 50 consistent annual reporting of expenditures for 4-year Doctor of 51 Medicine degree programs. 52 (f) Determine a uniform reporting procedure for the 53 consistent annual reporting of outcome data for 4-year Doctor of 54 Medicine degree programs, including, but not limited to, 55 enrollment statistics, graduation and retention rates, passage 56 rates for the Step 1 and Step 2 United States Medical Licensing 57 Examinations, placement rates in residency positions in this 58 state, and placement rates in the physician workforce in this 59 state. 60 (3) The Board of Governors shall submit a report detailing 61 the funding methodology developed pursuant to subsection (2) to 62 the Governor, the President of the Senate, and the Speaker of 63 the House of Representatives no later than February 1, 2010. 64 (4) The Board of Governors shall use the funding 65 methodology developed pursuant to subsection (2) to develop the 66 legislative budget request for 4-year Doctor of Medicine degree 67 programs at state universities. For the 2010-2011 fiscal year, 68 the Board of Governors shall submit by March 1, 2010, an amended 69 legislative budget request based on the funding methodology. 70 Section 2. This act shall take effect upon becoming a law.
