       The Committee on Governmental Oversight and Accountability
       (Ring) recommended the following:
       
    1         Senate Substitute for Amendment (839604)

    3         Delete lines 137 - 151
    4  and insert:
    5         (b)“Qualified electronic health record” means an
    6  electronic record of health-related information concerning an
    7  individual which includes patient demographic and clinical
    8  health information, such as medical history and problem lists,
    9  and which has the capacity to provide clinical decision support,
   10  to support physician order entry, to capture and query
   11  information relevant to health care quality, and to exchange
   12  electronic health information with, and integrate such
   13  information from, other sources.
   14         (c)“Certified electronic health record technology” means a
   15  qualified electronic health record that is certified pursuant to
   16  s. 3001(c)(5) of the Public Health Service Act as meeting
   17  standards adopted under s. 3004 of such act which are applicable
   18  to the type of record involved, such as an ambulatory electronic
   19  health record for office-based physicians or an inpatient
   20  hospital electronic health record for hospitals.
