       The Committee on Health Regulation (Bennett) recommended the
       following:
       
    1         Senate Amendment to Amendment (518288) (with title
    2  amendment)
    3  
    4         Delete lines 192 - 273
    5  and insert:
    6  
    7  	408.0512 Electronic health records system adoption loan
    8  program.—
    9  	(1) Subject to a specific appropriation and the
   10  availability of funding made available through Section 3014 of
   11  the Public Health Services Act, the agency shall operate an
   12  electronic health records system adoption loan program to:
   13  	(a) Facilitate the purchase of certified electronic health
   14  record technology;
   15  	(b) Enhance the utilization of certified electronic health
   16  record technology (which may include costs associated with
   17  upgrading health information technology so that it meets
   18  criteria necessary to be a certified electronic health record
   19  technology);
   20  	(c) Train personnel in the use of such technology; or
   21  	(d) Improve the secure electronic exchange of health
   22  information.
   23  	(2) The agency shall adopt rules related to standard terms
   24  and conditions for use in the loan program.

   29         Delete lines 317 - 328
   30  and insert:
   31  specific appropriation; providing uses of the loan; requiring
   32  the agency to adopt rules related to standard terms and
