    1         Senate Amendment (with ballot amendment)

    3         Delete lines 17 - 18
    4  and insert:
    5  Where local, state, or federal law requires elections by the
    6  people for public office, requires public votes by the people on
    7  initiatives or referenda, or
    8

   10         And the ballot statement is amended as follows:
   11         Delete lines 29 - 30
   12  and insert:
