       The Committee on Health Regulation (Lawson) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 27
    4  and insert:
    5  additional months. For purposes of the second renewal of an
    6  inactive license of a rural hospital, if construction or
    7  renovation is required, the licensee must have had plans
    8  approved by the agency and construction must have already
    9  commenced pursuant to s. 408.032(4), or, if construction or
   10  renovation is not required, the licensee must provide proof of
   11  having made an enforceable capital expenditure greater than 25
   12  percent of the total costs associated with the hiring of staff
   13  and the purchase of equipment and supplies needed to operate the
   14  facility upon opening. A request by a licensee for an inactive
   15

   17         And the title is amended as follows:
   18         Delete line 5
   19  and insert:
   20         inactive designation under certain circumstances;
   21         requiring commencement of construction or proof of
   22         certain enforceable capital expenditures under certain
   23         circumstances;
