       The Committee on Children, Families, and Elder Affairs (Storms)
       recommended the following:
       
    1         Senate Amendment 
    2  
    3         Between lines 35 and 36
    4  insert:
    5         (1) MISSION AND PURPOSE.—
    6         (a) The mission of the Department of Children and Family
    7  Services is to work in partnership with local communities to
    8  ensure the safety, well-being, and self-sufficiency of the
    9  people served.
   10         (b) The department shall develop a strategic plan for
   11  fulfilling its mission and establish a set of measurable goals,
   12  objectives, performance standards, and quality assurance
   13  requirements to ensure that the department is accountable to the
   14  people of Florida.
   15  (c) To the extent allowed by law and within specific
   16  appropriations, the department shall deliver services by
   17  contract through private providers.
