       The Committee on Environmental Preservation and Conservation
       (Sobel) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 21
    4  and insert:
    5         shall not be implemented until ratified by the Legislature.
    6  Provided, however, no order or rule of the California Air
    7  Resources Board, its Executive Director, or any other non
    8  Florida official’s determination of emissions standards or
    9  individual vehicle make and model emissions values shall be
   10  applicable or enforceable in Florida until ratified by the
   11  Florida Legislature.  In making these determinations to adopt
   12  standards and individual vehicle make and model emissions
   13  values, the Legislature shall consider the desirability of
   14  conformance with California standards and the consequences of
   15  deviation under the Federal Clean Air Act, but shall only ratify
   16  such emissions standards or executive orders that are consistent
   17  with the purposes and standards expressed in Chapter 403 of the
   18  Florida Statutes. If

   23         Delete line 5
   24  and insert:
   25  The California motor vehicle emission standards; providing
   26  conditions for future changes to the rule;
