       The Committee on Community Affairs (Altman) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 115 - 128
    4  and insert:
    5         (g) Provide veterinary care without delay when necessary.
    6  Ear cropping, tail docking, debarking, and surgical births are
    7  prohibited except under anesthesia and must be performed by a
    8  licensed veterinarian. Animals requiring euthanasia may be
    9  euthanized only by a licensed veterinarian.
