House Comm: RCS . 04/01/2009 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Children, Families, and Elder Affairs (Detert) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 119 - 142 4 and insert: 5 (11) OVERREPRESENTATION OF SPECIFIC GROUPS OF YOUTH.—When 6 specific groups of youth are overrepresented based upon their 7 gender, ethnicity, or socioeconomic status in the juvenile 8 justice system, the department shall examine and revise its 9 strategies, policies, and practices to ensure that all youth are 10 treated equally, without jeopardizing public safety. The 11 department shall solicit input from community stakeholders and 12 affected citizens to assist in the modification of strategies, 13 policies, and practices to reduce overrepresentation. For the 14 purpose of this subsection, the term “overrepresented” means a 15 condition whereby a larger proportion of a particular group of 16 youth is present at any stage of the juvenile justice system 17 than would be expected based upon their percentage of their 18 overall youth population in this state. 19 20 ================= T I T L E A M E N D M E N T ================ 21 And the title is amended as follows: 22 Delete lines 14 - 16 23 and insert: 24 principles of restorative justice; requiring the 25 Department of Juvenile Justice to examine and revise 26 its strategies, policies, and practices whenever a 27 specific group of youth is over-represented based upon 28 their gender, ethnicity, or socioeconomic status in 29 the juvenile justice system to ensure that all youth 30 are treated equally; defining the term 31 "overrepresentation;"
